Standing Committee Member, Education and Training Section, International Federation of Library Associations and Institutions (IFLA)

Dr Gamage brings extensive experience in university and research libraries and has delivered IFLA training for librarians across South Asia and ASEAN countries.

About the training

Five-module training programme

Practical approaches to measuring, evaluating and demonstrating the impact of library services, with exercises relevant to Cambodia.

  1. Understanding Library Impact

    Explore activities, outputs, outcomes and impact, and connect library services with community and institutional goals.

  2. Community Assessment and Needs Identification

    Understand users and non-users, assess changing needs, and identify service gaps.

  3. Planning What to Measure

    Define objectives and desired outcomes, develop indicators, and select meaningful measures.

  4. Data Collection and Evaluation Methods

    Use quantitative and qualitative evidence, design practical tools, and collect data responsibly.

  5. Demonstrating and Communicating Library Impact

    Interpret evidence, develop an impact story, and communicate findings to stakeholders.

  • Connecting library services with institutional and community goals

–Module 2: Community Assessment and Needs Identification
  • Understanding changing communities
  • Identifying users and non-users
  • Community needs assessment approaches
  • Identifying information, learning and service needs
–Tea Break
–Practical Exercise: Mapping Community Needs

Participants identify a target community, key needs, existing services and service gaps.

Day 2Measurement & EvaluationThursday, 19 November 2026

  • Outputs vs. outcomes
  • Selecting meaningful measures for library services

Participants develop objectives, outcomes, indicators and evidence for a selected library service.

–Module 4: Data Collection and Evaluation Methods
  • Quantitative and qualitative evidence
  • Surveys, interviews, observations and service data
  • Designing appropriate data-collection tools
  • Data quality, ethics and responsible use of evidence

–Practical Exercise: Designing a Data Collection Tool

Groups develop and test a simple evaluation instrument relevant to their library.

Day 3Demonstrating & Communicating ImpactFriday, 20 November 2026

Participants develop an impact narrative using evidence from a library service or project.

–Impact Project Development

Participants develop a mini measurement and evaluation plan for their own library or institution.

–Tea Break
–Group Presentations & Peer Feedback

Presentation of impact measurement plans and discussion of practical application in Cambodia.

–Workshop Reflection & Action Planning

Key learning, individual commitments and next steps.

–Closing & IFLA Certificate Presentation

Certificate arrangements are subject to IFLA confirmation.

Exercises may draw on academic, public, school and special libraries, digital library services, and information, AI and media literacy programmes. Participants will be encouraged to apply the tools to a real service or project from their own institution.

Programme updates. CLA reserves the right to adjust the agenda, session timings and activities, in consultation with the trainer and IFLA, based on training requirements, participant needs or unforeseen circumstances. Any significant changes will be communicated to registered participants.
